He stated that, “Even with the many benefits provided by the use of Power Super and Power Diesel, the two products are nevertheless produced the same as regular gasoline and gasoil, ensuring that users get more value for money than ever before.”

Both Power Super and Power Diesel can be purchased at selected fuel stations throughout the country, namely Agapet, Sky Petroleum, Nasona Oil, Dukes Petroleum and Glory Oil. The rest are Galaxy Oil, Petrobay, Modex, Havilah, Union Oil, Universal Oil and Frimps Oil,as disclosed.

These partner stations can be found all across the country. One simply has to look for the Power Super and Power Diesel logos – a red eagle head on a yellow background- when one goes to any of partner companies petrol stations, the Marketing and Operations Manager of Union Oil,as added.

They indicated that the introduction of the products is consistent with the regulations of the NPA, stressing that NPA’s core duty is to ensure that all the OMCs which will be selling the products maintain quality standards.

How They Test
In the on-demand test researchers scan hundreds of thousands of malware samples and note what percentage each product eliminates. The retrospective test is similar, but by forcing each product to use old virus definitions it emulates proactive detection of zero-day threats. The whole product dynamic test challenges each product to resist infection by hundreds of active threats over a period of weeks. The performance test measures how much impact each product has on system performance.

AV-Comparatives runs those four tests twice each year. This year saw the introduction of a new removal test. Researchers gathered a collection of threats that had been detected by every tested product for at least six months and then challenged each product to fully remove those threats. Kudos to Kaspersky
Although the raw test scores may differ, the test reports advise that all products with the same rating should be treated as equivalent. To this end, the researchers use a clustering technique rather than predefining hard cut-offs for each rating level.

For selecting the product of the year, researchers look for the greatest number of ADVANCED+ ratings. This year there was a single clear winner. Kaspersky aced every single test. The 2010 winner, F-Secure, missed by just one score of ADVANCED rather than ADVANCED+.

Any product that earned at least five ADVANCED+ ratings is designated a top rated product. Besides Kaspersky, Avira, Bitdefender, ESET, and F-Secure earned this honor.

I should point out that the Webroot product tested here is completely different from PCMag Editors’ Choice Webroot SecureAnywhere Antivirus. The report states, “It is very possible that Webroot’s results in future tests will improve as a result of the new engine.” Norton, our other Editors’ Choice, was named product of the year for 2009. AOL is changing the way it develops products in Silicon Valley, and some of the people there aren’t happy about it.

Two years ago, AOL CEO Tim Armstrong hired the guy who saved Yahoo email, Brad Garlinghouse, and told him to go forth and create new products.

Armstrong even called Garlinghouse AOL’s “CEO of Silicon Valley.”

Then AOL went out and acquired a bunch of startups – including About.me and Things Lab – many of them for the product talent.

The company opened a some of its Palo Alto office space open to small startups and students, hoping they would provide an atmosphere of innovation. The office launched a new version of AOL Mail and a news aggregator app for iPads called Editions.

One AOLer in the Silicon Valley office describes the era as exciting and hopeful.

“It seemed to me a once in a life time chance to do something impossible,” he told us over the phone. “We were building some great stuff.”

He says times have changed.

First, AOL bought the Huffington Post in spring 2010. After the integration in the summer, it quickly became clear that Huffington Post’s engineers and product managers would be in charge of any products related to AOL’s media properties. That gave AOL’s west coast office a lot less work to do.

Then, in the fall, Garlinghouse left the company.

Our source inside AOL’s Silicon Valley’s office says all the changes have left the place feeling directionless.

“I don’t feel like they’re making decisions. What is their plan out here?”

He says AOL had a rare “toe-hold” in Silicon Valley, but that now it is “letting it fizzle.”

Soon, our source predicts, talent will start leaving. This source specifically worried that David Temkin, the guy in charge of AOL’s mobile products, will soon become a vulnerable target for poachers.

A source familiar with upper management’s view of AOL’s product strategy says the changes going on in AOL’s Palo Alto office have more to do with increased accountability, rather than an actual change in strategy.

This source says that during Garlinghouse’s tenure, the office launched a number of products that failed to deliver on the only two metrics that matter for AOL.

A Beverly Hills financial firm and its founder pleaded guilty to federal criminal charges that they defrauded government agencies by steering investment contracts to firms that paid them kickbacks.

David Rubin, 50, and his company, CDR Financial Products Inc., were accused of running sham auctions for government agencies looking to invest money raised through municipal bond offerings. The contracts were awarded to favored firms that secretly paid kickbacks to CDR, not always the firm offering the highest returns, the government alleged.

Rubin, who sobbed at Friday’s plea hearing in New York, is scheduled to be sentenced April 27. He had unsuccessfully requested a delay in his trial to be with his wife, who is dying of cancer, Bloomberg News reported.

Two former CDR executives are scheduled to stand trial on similar charges next week in federal court in Manhattan.

Rubin developed a niche helping local, county and state agencies invest money raised from bond issues for such things as school or road construction.

Because government agencies typically don’t need to use the money immediately, they often hire companies such as CDR to arrange short-term and longer-term deals to invest the funds.

The indictment alleged that CDR engaged in a pay-to-play scheme in which investment companies secretly paid CDR kickbacks to win government contracts. The alleged scheme cost the government agencies money because the contracts did not always go to investment providers offering the best return, the indictment said.

Rubin is the 10th person to plead guilty in an ongoing federal investigation of the municipal bond industry, the Justice Department said in a news release.

Federal prosecutors had amassed almost 800,000 tape recordings and 125 million pages of documents during a three-year investigation of CDR, defense lawyers said earlier this year, according to Bloomberg News.

“This is a huge, tectonic shift in price dynamics going forward because it is taking price discovery away from the bullion banks. These large Chinese buyers and sovereign entities which are doing this are going to have a massive impact on the market.

Interestingly, so many people are bearish on gold right now and looking for a collapse in the price of gold. They don’t understand what is happening in the physical market. The bullish fundamentals I just described to you have enormous implications.

We are making a historic bottom right now. The paper gold, or virtual gold market, has diverged so far from the physical market that it’s no longer a credible marketplace. That’s the key thing that came out of a very important meeting I was in yesterday where we had some serious players. The people I was meeting with are all on the buy side and have been since the lows last week.

– Work the social media: Social Media is becoming very powerful in spreading buzz very quickly. Set up a Facebook and Twitter account a few months before you launch so you can start recruiting followers and build a solid database ready to read your news as soon as you launch.

– Social media is becoming as important as the press and can turn a message viral very quickly. In order to build a strong follower base, you need to spend a few hours a day connecting with people. You can get sites to get you a lot of followers for a fee but you should try to get quality followers who are potential customers, rather than just a lot of volume.

The pricing of petroleum products in India has several anomalies that warrant urgent reforms to address the unintended adverse effects on persistently high inflation, high energy costs for the industry, as well as improve the health of the petroleum sector. The key problems are the ‘ad valorem’ basis for various taxes levied by central and state governments, the high incidence of overall taxes on petroleum products and high government interference in day-to-day pricing, thereby eroding the health of the oil companies.

AD VALOREM’ TAX BASIS

The taxes on petroleum products are largely ‘ad valorem’ taxes — i.e. tax is based on the value of the product such as 27 per cent VAT on petrol and 21.43 per cent on diesel by the Tamil Nadu Government. Thus, when the price of diesel is revised by Rs 1 by the oil marketing companies, VAT on diesel gets revised upwards automatically. Similarly, customs duty on imports and road development cess are also levied on ad valorem basis. This results in a cascading effect on any increase in the basic price, thereby fuelling inflation. A better, and more transparent, way of taxation is specific duty i.e. say VAT of Rs 14 per litre. This way, any revision of this rate is the responsibility of the respective state government, and they can no longer get a free ride based on the oil companies’ price revisions.

INCIDENCE OF TAXES

The two main petroleum products, viz. petrol and diesel, suffer from high incidence of overall taxes. A barrel of crude (160 litres of crude) produces approximately 150 litres of diesel/petrol/ATF equivalent. At $100 per barrel of oil, and additional $12 towards cost of refining, transportation of crude and finished goods, the final ‘price at the fuelling station’ without any taxes will be Rs 38 per litre (112×51/150) for both diesel and petrol. Against this, the selling price of Rs 44 for diesel and Rs 67 for petrol implies total tax incidence of 16 per cent and 76 per cent, respectively. One key point to note here is, shorn of taxes at various levels, diesel isn’t subsidised at current rates; it may earn lesser tax revenue to the government compared to petrol or ATF, but calling it “subsidised” is a travesty. While taxation on petroleum products is a public policy debate, and altering this may have serious implications on the fiscal health of state and central governments, fixing the taxes at specific rates at current levels could, during a period of time, reduce the impact of taxation, as the basic price increases gradually.

MINIMAL GOVT INTERFERENCE

Reforming the petroleum sector by allowing free pricing of petroleum products by oil companies based on international prices, and achieving social goals, such as subsidising kerosene or LPG through transparent specific duty on petrol, ATF and diesel would significantly improve the health of the petroleum sector. The Government can adopt a stance similar to the RBI’s stated policy on forex rates — intervention only to prevent excess volatility, but not in any directional movement — for petroleum product pricing, minimising political fall out of price revisions.

India Among The Best Tax Evasion

New Delhi: The Global Forum on Tax Transparency ranks India amongst the top three countries, which are fighting to get tax evaders to book.

Talking to a private news channel, Global Forum on Tax Transparency Head Pascal Saint Amans said, in terms of real transparency, its not important to having bank accounts of all citizens make public but what matters is that the regulatory body can get the informations’ assess.

India is amongst the first three in  terms of fighting tax evasion and promoting the standards, he added.

Addressing a global conference on tax and equality on Thursday, Finance Minister Pranab Mukherjee said the opacity of tax systems in some of the jurisdictions is adding to the challenges. There has been some movement on these issues in response to the initiative by the G-20. We need to pursue this to its logical end.

Making a strong case for effectively dealing with global tax evasion, Mukherjee, quoting the global financial integrity report, said the annual illicit outflows from emerging economies and developing countries average between USD 725 billion and USD 810 billion.

Early India has slipped to 95th among 183 countries in the Transparency International’s Corruption Perception Index (CPI).

While the debate continues in India over an anti-graft ombudsman, the study by the international watchdog had showed the country’s image declining consistently over the past three years. This year, the country had scored 3.1 on 10, with 10 being the highest score.

Since 2007 when India was ranked 72 among 180 countries with a score of 3.5, the score has declined, so have the rankings. Last year, India was placed at 87.
